ASB case review
Our role is to support you with compassion, provide clear information, and work alongside other agencies to help reduce the harm you are facing.
- An ASB Case Review is a statutory process that allows victims of persistent ASB to request a multi‑agency review of their case
- Agencies such as the council, police, health services and social landlords work together to reassess the steps taken so far and agree an action plan where appropriate
- The purpose is to understand the impact the behaviour is having on you and ensure your voice is heard
- We recognise the courage it can take to continue reporting issues, especially when you may already be feeling overwhelmed or unsafe
- This process is designed to promote accountability among services
You can request an ASB Case Review if you are:
- An individual victim of ASB
- A business or community group
- Someone acting on behalf of a victim (with their consent), such as a family member, carer, councillor or MP
Victims may be customers, homeowners, leaseholders or members of the wider community.
Each local area sets its own criteria that must be met before an ASB Case Review can be activated. These criteria usually consider:
- How often incidents have been reported
- How effective the responses from agencies have been so far
- The level of harm experienced by the person or people making the reports
These thresholds focus on the incidents themselves, rather than how the agencies have responded to them. The threshold should not exceed 3 reports, although some areas may choose to set a lower threshold. Once the necessary reports have been made, a case review must take place to assess whether the actions taken by agencies have been appropriate and sufficient.
You can request an ASB Case Review by contacting:
- Your local council (usually the lead agency), or
- Your local police force, or
- Your housing provider (you can contact us and we will guide you through the process)

If you feel anxious, overwhelmed, or unsure, we can help you make the request and access advocacy or support services.
If the threshold is met, a multi‑agency panel will review your case.
The panel will:
- Look at previous reports, actions taken, and any new information
- Consider the emotional impact and wider harm the behaviour is causing
- Explore whether further action or safeguarding is needed
- Develop an action plan if additional steps could help improve the situation
You can share your experiences in the way that feels safest for you - verbally, in writing, or through an advocate. Your preferences will be fully respected.
You will receive a clear explanation of:
- Whether the threshold was met
- The outcome of the review
- Any actions agencies will take next to support you
An ASB case review cannot:
- Overturn decisions made by the courts or Crown Prosecution Service
- Re-investigate criminal cases
- Be used for complaints about services unrelated to ASB
